Syria: Washington plans to bypass the Security Council of UN

The United States doubts that the peace plan drafted by Syria Kofi Annan is achieved and plan to act “outside” of the Security Council of the UN,  said Susan Rice the U.S. Ambassador to the United Nations on Wednesday.

“If the plan is torpedoed peaceful settlement, the second scenario is to apply pressurefrom the Security Council.”  Rice told reporters.

“In the absence of these two scenarios, it seems that there is only one alternative and that is the worst case (…). This is one of escalating violence, the extension and intensification of the conflict, “said the American diplomat, and stated that this issue was” most likely “.

To retaliate, “the members of the Security Council and the international communitywould have no choice but to consider action outside the framework of the Annan Planand the Council’s authority,” insisted U.S. Ambassador .

Vitaly Churkin, Russian Permanent Delegate to the United Nations, in turn, told reporters that “the implementation of the Annan plan was the best way to avoid a disaster.Everyone has to make efforts in this direction”.

If this is not the case, the consequences for the entire region “extremely fragile” areterrible, the Russian diplomat stressed.

Fearing a repeat of the scenario Libya, Russia and China, countries possessing the veto in the Security Council of the UN, blocked two resolutions imposing sanctions against Damascus.
