Washington and Moscow “ready” for talks on Syria

The Islamic State Group (EI) took place Friday, October 9 at the edge of Aleppo, Syria’s second city, thanks to a lightning breakthrough against rebel ranks disoriented by Russian strikes that target mainly. For its part, the Pentagon announced in the evening that Russia and the United States was ready to resume discussions on the safety of the airspace in Syria, where the two countries are engaged in different military operations.
“The Ministry (US) defense received a formal response from the Russian Ministry of Defence to whom he had made a proposal to ensure the safety of flight operations in Syria” announced Spokesman Peter Cook stating that “of negotiations could take place as soon as this weekend” .

This airspace safety problems appeared with the entry of the Russia in the Syrian conflict on 30 September. The United States are the ones at the head of a coalition that leads antidjihadistes bombings in Syria since September 2014.

Advanced EI, which benefits the Russian strikes on rebels

In this complex conflict involving a multitude of actors, Moscow raiding target for the moment mainly rebel groups opposed to the regime and the Al-Nosra Front, the Syrian branch of al-Qaida, and only marginally EI. The intervention of Moscow is criticized by the West, which accuses him of wanting to help his ally Assad rather than fight the jihadists.

Taking advantage of Russian strikes on the rebels, the IE has quickly advanced towards Aleppo, without being affected by the raids, after chasing localities rival insurgent groups north of this city, said the Syrian Observatory of Human Rights (OSDH). In a statement, the AR claimed to have “taken control of large areas in the north of Aleppo” and be “the gates of Aleppo” .

The old economic capital of Syria has been divided since July 2012 between sectors west in the hands of the regime and is under control of several insurgent groups, including al-Nosra Front, its Islamist allies and local rebels. So far, they are masters of the greater part of the province of Aleppo, while IE is only present in northern and control system is in a key road connecting Aleppo to Homs.

As for the army of the regime, strong Russian bombings, but also the crucial support of the Lebanese Hezbollah on the ground, it Wednesday launched a major offensive to regain lost territory, advancing in provincial areas Hama (center) and Latakia (west). The Kremlin has ensured that the Russian operation “will continue throughout the offensive of Syrian forces”

Avoiding incidents between the air forces of the two countries

Following the first Russian strikes, senior civilian and US military officials had already maintained by videoconference with their Russian counterparts on how to avoid incidents between the air forces of both countries. He discussed issues such as radio frequencies to communicate qu’utiliseraient aircraft “in distress” , or even the language to use for device exchange apparatus. Americans use the word “deconfliction” to describe this type of exchange. This term can be translated into French by the fact that the parties to a conflict communicate and exchange information to avoid incidents between their aircraft involved in the same theater of operations.

The Pentagon had subsequently criticized Moscow, saying that Russia did not respond quickly enough to the proposals made by Washington as a result of these early exchanges.
